Basis
The bishop of Evangelical Lutheran National Church Iceland (ELCI) sent in Jan 2009 a letter to the bishop of Evangelical Lutheran Church of Kenya (ELCK) NW-diocese where he stated his wish to strenghen [ELCI´s] cooperation and partnership with [ELCK NW] and find the proper channels for it.  Furterhermore are noted as areas of cooperation and partnership:

* Mutual visits and fellowship
* Education,  advice and training
* Church growth and organization
* Support for building and enabling of church centres

Project
On this basis we try to form relations bethween parishes in either land. What that may include is a matter of agreement bethween them, but as to lay out the main lines then an ELCK-NW parish appeals for and offers fellowship. The acceptance of an Icelandic parish makes foundation for relationship.


Benefits

Both parishes have needs to express their experience and have a hearing and response to that. It lays in the nature of a church to extend its love to others and share the experience of life in faith. Exchange of meanings and believes would be enlightening and make reasons for growth in faith and understanding. It would prove to establish acquaintances and friendship. It would lead to sharing of means. It would make hope grow and give opportunities of many kinds.


How to proceed

1. A resulution is made by pastor, staff and elders to make an appeal
2. Letters are written describing:
1. the parish and it´s conditions
2. those who lead and will act as contacts

i.      pastor
ii.      evangelist
iii.      youth leader
iv.      womens leaders
v.      choirmaster etc

1. 
1. the projects in process
2. plans for future
3. economic situation and cost of projects
2. Letters are sent through bishop´s office in Kapenguria to bishop of Iceland (ELCI) in Reykjavík
3. Icelandic parish is sought out for fellowship
4. Letters are sent to the ELCK-NW applicant
5. Agreement worked out bethween the two parishes.

Possible terms of agreement
1. Parts will keep up correspondance; stories, pictures
2. Exchange material for parish work; books, music, liturgies
3. Agree to offer certain help or support; church building, training of leaders
4. Possibly a plan for exchange of visits
5. Timeframes of support, projects and other engagements.

For the time being
Jakob Hjalmarsson will act as a go-bethween and confer with the bishops´ offices. Letters from ELCK-NW parishes can come to him either while he is in Kenya or to be sent to his address in Iceland. In Iceland he will forward the letters to parishes that would be partnes and help to establish the contact.


Things to be noted

It is not in the spirit of this kind of fellowship to directly ask for fundings, but rather to envisage the challenges and hopes and carefully describe the projects in process or planning. The other part would react upon the matters informed of and give the assistance that is witin it´s means.

Both parts should be patient for answers, but a note of reception of a letter is commendable.
